Roofing itself needs no trade licence in WA below $20,000. But roof plumbing — gutters, downpipes and stormwater connections — requires a licence from the Plumbers Licensing Board, a separate body under its own Act.
So the roofer replacing your ridge capping may legitimately hold no licence at all, while the person replacing your gutter must. Ask specifically if the job covers both.
Leaf debris is the obvious cause and in the leafier suburbs it's most of it. But gutters also overflow because they've sagged and lost fall, because downpipes are undersized for a winter front, or because the underground stormwater line is blocked.
Cleaning fixes only the first. That's why some gutters overflow again a month after being cleaned.
Water going over the back of the gutter runs down the fascia and into the eaves, and on Perth's timber fascias that means rot.
Water against the base of a wall is the other problem — on limestone and reactive clay soils, persistent water at the footing is not something to leave. If it's coming over the back rather than the front, treat it as urgent.
